This page brings the results of the three days together in one place: what was produced, what is expected to change, where the work is still incomplete, and what the programme and the two villages should do next.
Read this page correctly
Outputs are things that exist because of the workshop. Outcomes are changes that are expected, and they have not been measured. Nothing on this page claims that an outcome has been achieved.
A. Learning outputs#
An output is verifiable: a document, a list, a map annotation, a proposal. The outputs below are the ones recorded in the session documentation.
B. Expected outcomes#
An expected outcome is a change in capability, awareness or practice. These are the changes the workshop is designed to produce; measuring them requires a post-workshop assessment that has not yet been carried out.
C. Gap analysis#
The gaps below are the honest list of what is not yet in place. They are recorded as work items, not as failures.
D. Lessons learned#
What the facilitation team takes from running a participatory SOP process in two villages at once.
E. Follow-up recommendations#
Each recommendation has an owner, a horizon and a success measure so that it can be tracked rather than remembered.
Learning outputs#
Materials delivered#
Six learning sessions delivered from named practitioners: Pentahelix FGD, ecotourism governance, mangrove conservation management, water rescue, budgeting and financial policy, and the integrated SOP simulation.
Needs identified#
A prioritised issue list per village, with location, condition, impact and the party expected to act.
Group work results#
Separate group results for Sugian and Seruni Mumbul, including two documented revenue lists and one allocation proposal.
Initial area information check#
A joint cross-check of the village drawings against the official spatial reference, with the points requiring verification recorded.
Budget policy proposal#
The Sugian 40 / 15 / 30 / 15 allocation proposal, with the final category explicitly left open.
SOP simulation#
Draft procedures applied to constructed operating scenarios, with the revisions and gaps recorded.
Expected outcomes#
Stronger governance understanding#
Each village has a written institutional proposal and knows which unit owns which procedure.
Greater conservation awareness#
Operators can state the function of the area they use and the reason a zone is closed.
Higher attention to safety#
Every departure follows the same checks and the same briefing, and near misses are recorded.
Financial transparency#
A daily record and a monthly statement that the community can read.
Readiness to apply the SOPs#
Procedures tested in simulation and assigned to an owner.
Better joint decision-making#
A practised decision routine with a written record.
Gap analysis#
| Gap | Why it matters | What closes it | Owner | Horizon |
|---|---|---|---|---|
| SOPs not yet formally adopted | A draft nobody has approved cannot be enforced | Village forum decision per procedure | Village government | Short term |
| Spatial and permit status unverified | An activity may operate in the wrong function zone | Written response from the competent agency on the recorded points | Village government · BPSPL | Short term |
| Practical safety training not yet repeated | Knowledge decays without practice | Scheduled drill with SAR, with attendance recorded | Management body · SAR | Medium term |
| Administration still informal | Without records there is no report and no accountability | Adopt the four core records at current volume | Management body | Short term |
| Financial formula incomplete for Seruni Mumbul | No allocation can be published or applied | Community agreement process, then a written proposal | Village government · community | Medium term |
| Open category in the Sugian allocation | The proposal cannot be applied in full | Village forum decision on the purpose of the final 15 per cent | Village government | Short term |
| Monitoring not yet running | Without monitoring the SOPs cannot be corrected | Agreed indicators, a schedule and a named collector | Management body · programme | Medium term |
Editable gap register. Owners and horizons are proposals from the workshop record.
Lessons learned#
The map did more work than the slide#
The most productive part of the technical session was the joint cross-check of the villages' own drawings, not the presentation.
Two villages need two processes#
Working separately for budgeting and planning produced two honest results instead of one averaged one.
An open question is a result#
Recording that the final 15 per cent is undecided is more useful than inventing a purpose for it.
Cost first, share second#
The budgeting session only became concrete once operating and maintenance costs were written down.
A simulation finds what a review misses#
Testing the drafts against scenarios surfaced gaps that reading the drafts had not.
Follow-up matrix#
| Recommendation | Addressed to | First step | Success measure |
|---|---|---|---|
| Take the SOP drafts to the village forum | Village government | Set a forum date and circulate the drafts | Each SOP carries a decided status |
| Obtain written confirmation on spatial and permit points | Village government · programme | Submit the annotated map points to the competent agency | A written response on file for each point |
| Run a practical safety drill | Management body · SAR | Schedule a drill before the next high season | Attendance recorded and procedure revised |
| Adopt the four core records | Management body | Start the daily record at current volume | A monthly statement produced for three consecutive months |
| Complete the Seruni Mumbul financial agreement | Community · village government | Hold the community agreement meeting | A written allocation proposal exists |
| Decide the purpose of the Sugian open 15 per cent | Village government | Agenda item in the next forum | The category has a defined purpose |
| Start monitoring | Programme · management body | Agree three indicators and one collector | First monitoring report produced |
