This page records what the Sugian group proposed in the workshop, and then examines each line against what it would take to make it work.
Original Workshop Proposal — Not Approved
The 40 / 30 / 15 / 15 split is exactly what the group recorded. It is not a village policy, and publishing it here does not make it one. The assessment below is a recommendation, not a decision.
From aspiration to policy#
A proposal becomes a policy through the four steps on the decision register: financial feasibility, institutional and legal review, community deliberation and a documented decision. None of those steps has been completed for Sugian.
Proposed allocation#
Honor pengurus berdasarkan SK; insentif staf.
Kebutuhan konservasi dan kebutuhan operasional sesuai rincian yang akan disepakati.
Pemodal, koperasi desa, BUMDes, mitra perorangan sesuai perjanjian.
Pola dan alur distribusi masih memerlukan pembahasan.
Total: 100% — a proposal for community discussion, not an adopted policy.
Revenue sources#
| Source | Classification | Note |
|---|---|---|
| Tiket wisata | Pendapatan wisata | Entrance fee to the mangrove ecotourism area. |
| Paket ekowisata | Pendapatan wisata | Combined visit packages. |
| Wahana atau fasilitas wisata | Pendapatan fasilitas | Tour rides and facilities offered at the destination. |
| Makanan dan minuman | Pendapatan usaha | Food and drink sold at or near the destination. |
| Kerja sama UMKM | Kemitraan | Cooperation with small businesses — only the organisation's share is its revenue. |
| Penyewaan peralatan | Pendapatan fasilitas | Rental of visitor equipment. |
| Penyertaan modal desa | Pembiayaan potensial (bukan pendapatan usaha) | Village capital contribution — a funding source, not trading revenue. |
| Hibah dan dukungan lembaga | Pembiayaan potensial (hibah terikat) | Grants and institutional support — restricted unless stated otherwise. |
A funding source is not automatically revenue: capital, grants and loans are classified before anything is distributed.
Policy assessment#
| Aspiration | Benefit | Risk | Requirement | Recommendation | Status |
|---|---|---|---|---|---|
| Pengelola 40% | Covers the management body's honourarium and staff incentive, and gives the organisation a predictable basis to operate. | Must separate routine honourarium, performance-based incentive and the direct cost of delivering the service. Otherwise the 40% is spent twice: once as pay, once as operational cost. | Split the 40% into three sub-lines with their own record; state the SK basis for the honourarium. | Proposed | Proposed |
| Konservasi & operasional 30% | One line funds both the ecosystem work and the daily operation of the destination. | A single combined line lets operational spending absorb the conservation budget, and then nobody can show what was spent on the mangrove. | Split into two sub-budgets with separate records; report the conservation spend separately each month. | Proposed | Proposed |
| Mitra 15% | Recognises the capital, cooperative, BUMDes and individual partners who support the destination. | Cannot be distributed while no partner is identified, no contribution is documented and no agreement exists. Paying it anyway is a leak with a label on it. | Pay only against an identified partner, a documented contribution and a signed agreement; otherwise hold the share and record it as undistributed. | Pending verification | Proposed |
| PADes 15% | Contribution to the village, aligning the destination with village finance. | Needs a legal basis, an identified receiving party, a payment procedure and a village recording mechanism. Without them it is a transfer with no accountability. | Confirm the institutional form and the village regulation basis before any payment; separate the PADes contribution from social spending. | Requires institutional & legal verification | Proposed |
