How the procedures were built with the communities

Proses partisipatif — kerja bersama peserta dalam sesi lokakarya.

The workshop alternates between short technical input and long joint work. The method is chosen so that the people who will apply a procedure are the people who wrote it.

1. Facilitated multiparty discussion (FGD)#

A structured discussion in which each sector maps its own use of the mangrove area, then compares maps. The output is a shared problem list rather than a shared opinion.

2. Technical input followed by group work#

Each technical session delivers the minimum standard an operator needs, then immediately applies it. Participants work on their own village's material, not on a generic case.

3. Joint map and document cross-check#

The conservation session uses the villages' own drawings and the official spatial reference together, in the room, with the technical agency present. Where the drawing and the reference disagree, the disagreement is recorded — not resolved by assumption.

4. Group work by village#

Budgeting, SOP drafting and action planning are done separately for Sugian and Seruni Mumbul, so that neither village's decision is carried by the other's voice.

5. Scenario-based simulation#

The closing session presents scripted operating problems — drawn at random — which the group must resolve using the draft SOPs. What survives the simulation stays in the draft; what fails is revised or flagged as a gap.

6. Musyawarah and joint decision-making#

A facilitated decision-making exercise in which a proposal is examined against data, discussed by interest, and brought to a joint decision with a documented record. The exercise is a rehearsal of the village process, not a substitute for it.

7. Documentation#

Each session is documented on its own page: objectives, materials, method, interaction, results and follow-up. Pages that do not yet carry the full session record say so explicitly.

Supporting documents & downloads

One page can carry several PDF attachments. Until the documentation team uploads them, this section says so instead of offering an empty download.

Supporting documents will be available after publication.
