The workshop proposed a village share in both destinations — 15% in Sugian and 20% in Seruni Mumbul. Neither figure is an obligation, and neither creates recognised village revenue on its own.
Requires Institutional & Legal Verification
A village contribution becomes Pendapatan Asli Desa only through the mechanism that applies to the village: an institutional form, an organisational SK, a relationship to BUMDes, an asset and ownership arrangement, a cooperation basis, and a village budgeting procedure. None of that has been established for either destination.
Six distinct things#
| Term | What it is | What it is not |
|---|---|---|
| Pendapatan usaha pengelola | Trading income of the management organisation | Not village revenue |
| Biaya jasa | What it costs to deliver the service, paid to guide or boat | Not an allocation |
| Bagi hasil mitra | A partner share under a valid agreement | Not automatic for every partner |
| Kontribusi kepada desa | A transfer proposed by the destination to the village | Not yet recognised village revenue |
| Pendapatan Asli Desa (PADes) | Village revenue recognised through the village mechanism | Not created by a workshop percentage |
| Belanja dan program sosial desa | Village spending decided through village budgeting | Not the same as the PADes contribution |
A destination cannot decide village spending, and a village percentage cannot create village revenue by itself.
Proposed village shares vs status#
| Destination | Proposed share | Stated use in the workshop | Status |
|---|---|---|---|
| Sugian | 15% | Pola dan alur distribusi belum dibahas | Requires institutional & legal verification |
| Seruni Mumbul | 20% | Usulan dana sosial, insentif RT, bantuan kematian | Requires institutional & legal verification |
Both are workshop proposals. Neither is an obligation, a levy or a recognised village entitlement.
Verification required before any payment to the village#
Institutional form#
- What legal form the management body actually has
Organisational SK#
- The decree that names the office holders
BUMDes relationship#
- Whether and how the destination sits inside or beside BUMDes
Asset ownership#
- Who owns the boardwalk, jetty, boats and the land they sit on
Cooperation basis#
- The agreement that governs the relationship
Village regulation#
- The rule that authorises receipt of the contribution
Receipt mechanism#
- How the village records and receipts the incoming money
Budgeting procedure#
- How the village decides the use of the funds
Separation of social spending#
- How a social programme is decided separately from the transfer
Reporting back#
- How the village reports the use of the contribution to the community
Ten items. Until they are answered, a village share is a proposal with a number, not a payment.
